石獅永寧濱海（新沙堤-西岑）片是石獅濱海休閑旅游帶的重要組成部分，是石獅打造濱海城市的首善之區，是石獅歷史文化特色的展示窗口，為充分論證石獅永寧濱海（新沙堤-西岑）片區在石獅戰略背景下的產業策劃方向、總體發展規模、建設總量、城市功能、城市空間形態塑造等，特舉辦此次城市設計國際競賽。本次城市設計成果將指導本片區控規編制。

The Shishi Yongning （Xinshadi-Xicen） Coastal area is an important part of the Shishi Coastal Leisure Tourism Belt, it is the best area for Shishi to build a coastal city, and the display window of Shishi’s historical and cultural characteristics. In order to fully demonstrate the industrial planning direction, overall development scale, total construction amount, urban function, and urban spatial form shaping of Yongning （Xinshadi-Xicen） coastal under the strategic background of Shishi, this international competition of urban design is specially held. The results of this urban design will guide the preparation of the regulatory detailed planning of the area.

此次競賽面向全球設計團隊開放，希望設計團隊在充分理解石獅人文底蘊、地理景觀、發展條件及濱海旅游的基礎上，充分利用永寧古城、濱海岸線等特色資源，結合片區發展定位，將石獅永寧濱海片區打造成為國際一流的濱海文化旅游休閑目的地。

This competition is open to global design teams. It is hoped that the design teams will fully understand cultural heritage, geographical landscape, development conditions and coastal tourism of Shishi, and make full use of the ancient city of Yongning, coastal coastline and other characteristic resources, combine the development positioning of the area to build Shishi Yongning coastal area into a world-class coastal cultural tourism and leisure destination.

 Design contents

石獅永寧濱海（新沙堤-西岑）片區是石獅濱海較為成熟、具備一定規模和基礎的濱海旅游城市片區，片區內旅游資源集中，規劃需重新整合資源，賦予全新的發展定位和城市面貌，為石獅濱海休閑旅游發展提供新動力。片區位于泉州·宋元中國海洋世界的商貿中心申遺項目緩沖區、景觀控制區內，方案要滿足申遺相關控制要求，同時要注重人性需求、經濟規律、時代趨勢及未來彈性。

Shishi Yongning （Xinshadi-Xicen） coastal area is a relatively mature coastal tourism area with a certain scale and foundation. The tourism resources in the area are concentrated, so the planning needs to re-integrate the resources, endow a new development orientation and city appearance, and provide new impetus for the development of Shishi coastal leisure tourism. The area is located in the buffer zone and landscape control zone of the World Heritage Application Project of China Ocean World in Quanzhou, Song and Yuan Dynasties,so the plan should meet the control requirements related to the application for the World Heritage, and at the same time pay attention to human needs, economic laws, trends of the times and future flexibility.

1、概念城市設計范圍

三個核心設計區，A區71.5公頃，B區60.6公頃，C區148.4公頃。

包含片區及周邊關聯區域，充分考慮片區與周邊已建成區域及更大的城市片區的關系。

The registration requirements

1、資質要求

1. Qualification requirements

境內外設計機構均可報名參加，明確牽頭方，牽頭機構必須持有城鄉規劃編制甲級資質，同時持有風景園林設計甲級資質的優先，境內外設計機構必須具有經合法注冊并在有效期內的營業執照，且必須具有獨立企業法人資格。

Both domestic and foreign design agencies can sign up for the participation, and the lead party must be clearly defined. The lead agency must hold a Grade A qualification for urban and rural planning, and a Grade A qualification for landscape architecture design is preferred.The domestic and foreign design agencies must have legally registered and valid business licenses, and must have independent corporate legal personality.

2、允許聯合體報名，聯合體數量不超過3家。

2. The project organizers will accept consortium applications；please note that there is a maximum number of 3 consortium member institutions per application.

鼓勵設計團隊跨界聯合，融合城市設計、建筑設計、景觀設計、產業與功能策劃等不同經驗的團隊。

（1）聯合體的各成員應共同簽署一份聯合體協議；

（2）組成項目聯合體的各成員單位不得再以自己的名義單獨申請資格預審，也不得同時加入本項目其它聯合體申請資格預審；

注：1、法定代表人為同一個人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得同時參加本次國際征集活動；2、已報名的設計機構不可再與其他機構組成聯合體參加本次國際征集活動，也不得以顧問的形式參加。3、本項目不接受個人及個人組合報名。

Encourage design teams to cross-border alliances and integrate teams with different experiences in urban design, architectural design, landscape design, industrial and functional planning, etc.

（1） The members of the consortium shall jointly sign a consortium agreement；

（2） Each member unit that forms the project consortium may no longer apply for prequalification separately in its own name, nor can it join other consortiums in the project to apply for prequalification；

Note: 1. Two or more legal persons whose legal representatives are the same person, the parent company, or wholly-owned subsidiary and its holding company shall not participate in this international solicitation at the same time；2.Institutions that form a consortium to participate in this international solicitation activity are not allowed to participate in the form of consultants. 3. This project does not accept an individual’s or an assembly of individuals’ registration.

3、團隊要求

參與本次國際征集競賽的設計人員應為該設計機構的在冊人員，主創設計師須由主持過多個同類型項目、需有10年以上相關工作經驗，須直接參與咨詢設計全過程，院士、大師及國內外知名設計師優先。如在本次國際征集過程中發現主創設計師與報名材料所提交的團隊人員不符，主辦單位有權取消其參加資格。為了保證項目規劃設計人員對中國地區背景和相關要求的準確理解，項目規劃設計人員中應至少有一名通曉漢語且具有中級以上職稱的人士。

The designers participating in this international solicitation competition should be registered personnel of the design agency. The chief creative designer must have presided over multiple projects of the same type and must have more than 10 years of relevant work experience. Besides, the chief creative designer must directly participate in the whole process. Academicians, masters and well-known designers at home and abroad are preferred. If during this international solicitation process it is found that the lead designer does not match the team members submitted in the application materials, the organizer reserves the right to cancel his qualifications. In order to ensure that project planners have an accurate understanding of China’s regional background and related requirements, project planning and design personnel should include at least one person who is proficient in Chinese and has an intermediate professional title or above.

4、經驗要求

①具有豐富的濱海旅游區總體規劃、歷史文化街區保護規劃設計經驗；

Rich design experience and cases of similar projects such as overall planning of coastal tourism area, protection of historical and cultural blocks；

②具有豐富的城市濱水區的城市設計經驗；

Rich design experience and cases of waterfront

③具有豐富的濱海景觀設計經驗；

Rich design experience and cases of coastal landscape

上述項目獲得過國際大獎或國家級獎項的以及主創設計師主持的城市設計項目獲得過國際大獎或國家級獎項的優先；上述經驗及獎項須提供相關證明材料。

Give priority to the above-mentioned projects have won international awards or national awards, and the urban design projects hosted by the chief designer have won international awards or national awards. The above-mentioned experience and awards must provide relevant supporting materials.

Competition rules

本次國際競賽分為兩個階段，第一階段為資格預審及概念提案，第二階段為城市設計方案競賽。

This international competition is divided into two stages. The first stage is pre-qualification and concept proposal, and the second stage is urban design competition.

第一階段：資格預審及概念提案

The first stage: prequalification and concept proposal

主辦方組建資格預審委員會，對報名機構的公司履歷、行業聲譽、主創及團隊的業績和經驗等并結合提交的概念提案進行綜合評審，評審委員會推薦5家無排序的入圍設計機構進入第二階段（城市設計方案競賽），由主辦方確定。同時，評選出2家備選設計機構（須排序），如有入圍設計機構退出，則由備選設計機構依序替補。

The organizer sets up a prequalification committee to comprehensively review the company record, industry reputation, achievements and experiences of the chief designer and team of the applicant institution, in combination with the submitted concept proposal, the review committee recommends 5 shortlisted design agencies without a ranking to enter the second stage （urban design plan competition）， which will be determined by the organizer. At the same time, two alternative design institutions are selected （in order）。If any shortlisted design institutions withdraw, they will be replaced by alternative design institutions in sequence.

設計機構提交資格預審文件，由商務文件和概念提案兩部分組成，須分別獨立成冊。

Pre-qualification documents submitted by design institutions are composed of business documents and concept proposals, which must be separately filed.

概念提案為A3橫版圖文排版設計文本，單面彩色打印，不超過20頁（不含封面封底）。內容包括但不限于以下（詳見技術任務書）：

1）對項目的愿景描述

2）對項目的總體想法和總體空間結構

3）對項目未來空間特色的描述或局部設計

4）與本項目關聯內容的相關分析

5）設計單位過去的設計項目中可以借鑒的內容與做法

詳細要求請參照《石獅永寧濱海片區（新沙堤-西岑）城市設計--技術任務書》。

The conceptual proposal is A3 horizontal graphic typesetting design text, printed in color on one side, with no more than 20 pages （excluding the front cover and back cover）。The contents include but are not limited to the following （see technical task book for details）：

1） The vision description of the project

2） The overall idea and overall spatial structure of the project

3） Description or local design of the future spatial characteristics of the project

4） Relevant analysis of contents related to this project

5） Contents and practices that can be used for reference by design units in past design projects

第二階段：城市設計方案競賽

The second stage: urban design scheme competition

入圍設計機構按相關規定及任務書要求提交設計成果文件。階段中期組織中期匯報，便于業主掌握工作情況。每個設計團隊（聯合體）僅可提交一個方案。方案評審委員會對5家入圍設計機構提交的城市設計成果進行評審，評選推薦出一、二、三等獎各1名及入圍獎（2名）方案，并對每個方案出具書面評審意見，提交給主辦方。主辦方在充分尊重專家評審意見的基礎上，確定排名并公布最終競賽結果。

The short-listed design institutions will submit design achievement documents according to relevant regulations and task book requirements. The mid-term report would be held in the middle of the stage to facilitate the owner to master the work situation. Each design team （consortium） can only submit one proposal. The plan review committee will review the urban design results submitted by 5 shortlisted design agencies, select a first, second, and third prize and two shortlisted, and issue a written review opinion for each plan, which submitted to the organizer. The organizer will determine the ranking and announce the final results on the basis of fully respecting the expert review opinions.

Bonus settings

方案評審委員會按程序對5家入圍機構提交的方案設計成果進行評審，并確定排名，設計機構將獲得如下獎金。

The program review committee will review the program design results submitted by the five shortlisted institutions according to the procedures and determine the ranking. The design agency will receive the following bonuses.

本競賽總獎金總計800萬元。 

一等獎（1名）：人民幣3,600,000元（其中包括獎金人民幣2,000,000元及方案深化整合費用人民幣1,600,000元。 

二等獎（1名）：人民幣1,600,000元 

三等獎（1名）：人民幣1,200,000元 

入圍獎（2名）：各獲得人民幣800,000元 

The total prize money of this competition is 8 million RMB. 

First prize （1 winner）：RMB 3,600,000; including a bonus of RMB 2,000,000 and a program deepening integration cost of RMB 1,600,000.

Second prize （1 winner）：RMB 1,600,000 

Third prize （1 winner）：RMB 1,200,000 

Finalists （2 winners）：each won RMB 800,000 

獲得一等獎的設計機構（聯合體）將作為“石獅永寧濱海（新沙堤-西岑）片區城市設計項目”的技術咨詢和顧問單位，負責深化城市設計概念方案，進行成果整合工作。 

The design agency （consortium） that won the first prize will serve as the technical consulting and advisory unit for the “Shishi Yongning （Xinshadi-Xicen）  Coastal Area Urban Design Project”, which responsible for deepening the urban design concept plan and integrating results. 

原則上由獲得一等獎的設計機構完成方案深化整合工作，如一等獎機構放棄深化整合工作，則主辦方另行委托設計機構進行方案整合，并另行簽訂深化整合工作服務合同。設計深化整合工作費用為人民幣1,600,000元（含稅），包含在一等獎獎金中，若一等獎得主放棄深化整合工作，這部分費用將從獎金中剝離，由主辦方支付給其他獲得方案整合資格的單位。 

In principle, the design agency that won the first prize will complete the deepening integration of the program. If the first-class award institution abandons the deepening of the integration, the organizer will entrust the design agency to perform the integration of the program and sign a separate deep integration work service contract. The design deepening integration work fee is RMB 1,600,000 （tax included）， which is included in the first prize bonus. If the first prize winner abandons the deep integration work, this part of the cost will be stripped from the bonus and paid by the organizer to others who obtains the plan integration Qualified unit. 

注：以上獎金均含稅，中標深化單位須支付本次競賽招標代理及組織費用200,000元整。 

Remarks: The above bonuses are all tax-inclusive, and the winning bidder must pay the bidding agency and organization fees of this competition 200,000 yuan.
